Democrat Jamie Raskin wants you to believe foreign money in American elections keeps him up at night. He and Senator Sheldon Whitehouse just [reintroduced the Get Foreign Money Out of U.S. Elections Act](https://raskin.house.gov/2026/7/raskin-whitehouse-introduce-legislation-to-safeguard-elections-close-major-campaign-finance-loophole-as-foreign-ownership-of-american-corporations-skyrockets?ref=thecrimsonhub.com), legislation barring U.S. companies with foreign ownership above set thresholds, as low as a single foreign national holding 1 percent of voting shares, from spending on campaigns. Raskin called it a fight against autocrats and oligarchs who funnel money into American elections.

That all sounds nice, but his outrage has a blind spot, and it happens to be the platform bankrolling his own political career.

ActBlue, the small-dollar processor functioning as the Democratic Party's financial bloodstream, is in the middle of a foreign-money scandal that makes Raskin's bill look almost quaint. A [joint House committee report](https://judiciary.house.gov/media/press-releases/new-report-reveals-illicit-foreign-donations-and-mass-resignations-actblue?ref=thecrimsonhub.com) found that ActBlue's entire legal and compliance team resigned, was fired, or went on extended leave in the months after the 2024 election. The employees who sat for depositions invoked the Fifth Amendment 146 times, refusing to answer a single substantive question about how the platform screens out foreign money.

Then it got worse. ActBlue CEO Regina Wallace-Jones [herself took the Fifth](https://gvwire.com/2026/06/10/actblue-ceo-invokes-fifth-amendment-repeatedly-in-testimony-to-congress/?ref=thecrimsonhub.com) in a House Administration Committee hearing in June, after the New York Times reported her own lawyers had warned she may have misled Congress about the company's foreign-donation vetting. When Judiciary Chairman Jim Jordan pressed her on a specific number, that [ActBlue's own board chairman had said](https://www.washingtontimes.com/news/2026/jun/25/actblue-may-accepted-illegal-foreign-contributions-tried-cover/?ref=thecrimsonhub.com) the platform accepted up to $38 million in contributions bearing signs of foreign origin in 2024, Wallace-Jones didn't deny it or explain it. She invoked her constitutional right against self-incrimination and said nothing.

ActBlue CEO Regina Wallace-Jones

The chief executive of the organization processing hundreds of millions for Democratic candidates would not answer whether her own platform accepted tens of millions that looked like it came from overseas. That's a company's own CEO declining, under oath, to rule out exactly the kind of foreign interference Raskin has built his political brand denouncing.

Raskin has said nothing about it. No press release, no floor speech, no follow-up letter demanding answers the way he demanded them from corporate executives in his own committee hearings.

He is no bystander in ActBlue's success either. His campaign has pulled in more than $11.1 million in itemized contributions across the last three election cycles per FEC filings, climbing from $2.5 million in 2022 to $3.4 million in 2024 to over $5.2 million already this cycle, a pace that has his committee reporting $5.7 million in total receipts through the first quarter of 2026 alone. ActBlue is the engine behind that growth, the same engine whose own CEO would not say, under oath, whether it let foreign money through the door.

Raskin can write all the bills he wants about corporate ownership thresholds. But if he actually cared about foreign money in elections, rather than the version that makes a good floor speech about oligarchs, he'd have something to say about the platform funding him that just took the Fifth rather than answer for $38 million in donations that looked like they came from outside the United States.

He hasn't said a word.
